A Question for you smart guys out there...Being that the lame colour on my 70 bus is not a stock colour, I'm not qualified for collector plates until I paint it. Can I apply for the Modified Collector class? Does a weird paint job count as a modification? There does not seem to be info on this matter on the ICBC site.

When I last checked, the vehicle does not have to be original colour. I doubt you'll get away with daisies and peace signs, but all it has to be is in keeping with the period and in perfect condition...

The colour is supposed to be an original factory shade available in that year and on that model. In reality you would likely get away with anything that looks "original-ish" for that time period...

I actually called their office yesterday. I learned that the colour has to be a stock colour within two model years. But like Russ says, colour might get by unnoticed as long as it's reasonable. Here's the catch, the dude I spoke to (super nice guy) says he is looking forward to getting my applications as he is the main VW guy in their office. He has a manx and a 71 super Beetle. Could either be a good thing or a bad thing for us. :-)
My bus is sooo close, but with the goofy colour and the scratch one the side (PO had a sliding door malfunction with), It might have to wait for the repaint. But I will get the beetle ready and photographed so i can get in on the new rule change.

You might want to look into the modified collector plate application. I believe pre 1974 vehicles now qualify. But as usual the application reads like a lawyer wrote it.

this is a great thing. I have four collectors motorcycles on a multi-plate. Interestingly, some of the insurance companies I deal with here in Courtenay didn't even know about it. It's not well known. But sure is a money saver and allows you to enjoy your vehicles without multiple insurance costs.
