I know I know, we`ve just lived through a hot spell but like they say `Winter is coming`.
They have some Continentals on sale at Harborview but upon researching them it is very clear the siping only goes down to the 50 percent level. Likewise the Bridgestone Blizzaks make it very clear when this tire had 50 percent wear it`s time to toss them. Does anyone know if any of the 2018 winter tires that are available locally are totally siped. Stan

Russ, nope gonna stick em on the Jetta. Don, thanks for the hint. I like the Cedar tire too. I've always been suspicious about 50% siped tires, kind of like buying a gallon of milk and then having to throw it out when you drink half of it. Stan

Did you ever think there might be a logical reason as to why it's only cut part way into the tire? I remember syping tires in the 80's.

Yup, the simplest (kiss) explanation as to why they only sipe half way into the tire is to sell more tires. The second most likely reason not to sipe all the way down is that the tread gets too squirmy if the sipes are any deeper. Meaning they are cheaping out on better tread design/quality of materials etc.
The best winter tires I"ve ever had are Hankook Winter i Pikes sitting on the shop wall waiting for their 5th winter season on the Corolla. They are siped all the way down (you can tell by slipping a thin feeler gauge in) and mine are 5 winters old and still have enough tread on them to be not only legal but safe. I have a tread depth measurement gauge and keep track.
