That's a British front licence plate. The H suffix indicates 1970 model year. Technically he could have had the nicer white or silver on black. These were permitted on pre 1973 cars, if I recall correctly. They changed to the white background for the front and yellow on the rear to make them more visible to other motorists in the dark.

Completely forgot to mention that part. Steve let us take his '62 Beetle out for a little cruise. Drove really nice too! Had a later 1500 single port, but was still running 6 volts. This would be a nice car to fix up a bit.
